To the sample. The file is decoded, cut exactly where the handles are — to a hundredth of a second in the time boxes — and then encoded, so there is no keyframe rounding. Removing a middle section joins the two sides with a 10 ms crossfade so the seam never clicks.

Up to 45 minutes of audio on a phone and 3 hours on a computer. The whole recording is held in memory while you edit, and the tool says so before a longer file would run the browser out of memory.

Saving as WAV or FLAC is lossless. MP3, M4A, OGG and OPUS are compressed again, like any edit that changes the audio; at 192 or 320 kbps the difference from the original is very hard to hear.
